Across the India,
rural to urban migration is the key reason for making the smart city. After the
independence, most of the developmental programme has been made towards the rural
orientation due to more than 70 percent population living in the rural areas.
But the earlier conception is being failed due to massive migration for
employment towards the urban areas. Smart city will help to improve the quality
life of the people through the advancement in urban amenities.
Lucknow is the most
popularly known as city of heritage, art, culture and tradition. The Government
of India has determined for an ambitious plan to making the 100 smart cities in
all over India. Lucknow is one of them.
Smart cities are the
most curious concept among the peoples of this country. It hasn’t any establish
definition or concept, which is varies with place and location. It is the
awesome opportunity for the Lucknow to revive their economy through merging the
technology with their heritage art, culture and tradition. So the most important question arousing ‘Can
Tahjeeb Meet Technology’.

by the Business Standard with association of ASSOCHAM U.P. in Hotel India Awadh, Lucknow. The
key speakers of the programme from the different background, most of them from
the various industries and policy makers join a single platform for interaction
on various issues on smart cities.
The programme has been started with the brief
introduction about ‘Lucknow as smart a city’ by the Mr. Gupta from ASSOCHAM
U.P. They told us that sustainable development
is the key feature of the smart cities.
Virendra Singh Rawat from the ‘Business Standard’
introduces the speaker and also explains in a few words, this is the place
where we discuss the ideas to establish the consensus about the various things
related the smart cities. The diverse components are the important part of the
smart city. They talk about the some key issues such as the population of
Lucknow is more than 4.5 million or approximately 50 lakhs; it is the huge
pressure on resources. So this is the tough task to manage the urban amenities
in proper manner.
In Lucknow, 50 lakhs vehicle already registered
in our city and every year 80 thousands new vehicles join the road. Green
technology and e-governance will reduced the pressure on resources then we can hope for better future for our city.
The
former municipal commissioner Mr. Diwakar Tripathi is also extending the idea
of smart cities in historical perspective. They told us the urban planning is
the most complex process so firstly must understands what kinds of city exist
in earlier time period. Already, Lucknow has been established with 115 years
old infrastructure, most of the existing urban amenities from that particular time
period. Now the situation is not so good because 40% area of Lucknow have no connection
for proper water supply.
Urban mobility emerging the most serious things
for the Lucknowites, the volume of the road is less in comparison to the
vehicles volumes, it has been hugely increases last one decades so mobility is
the important function for free movement of the city. It can manage through the
e-governance. It will be possible only through long term planning with basic
infrastructure.
The principal secretary of the Urban
Development Dept. Mr. S.P. Singh explores the key concept and technicalities of
the smart cities. How the various round goes to passing for the smart cities
through the various related authorities. The mainly explain the four types of
smart city such as Brown field, Retro fitting, Green Field and Pan City.
Brown city are the existing old city, most of
the U.P. cities are come under these criteria. Retro-fitting must be required
the 50 acre land to develop the proper infrastructure for smart cities. Green Field
is the easiest type of smart city to develop the infrastructure, its require
the minimum 500 acre land. The most visible example of green field is the GIFT
City of Gujarat. In Pan City comes under the well developed city, its need just
improvement in urban amenities through technological intervention. They also
explain the sewerage and solid waste management is the key for the improvement
of the city. Urban mobility can manage through intervention through BRTS -Bus
services and Metro rail network. But BRTS services haven’t very successful in
India. BRTS services are the successful only in Ahmadabad. Service level
improvement plan is also the important way to manage the all basic amenities in
proper manner.
Senior IAS Officer Sudhir Garg explains the
reason urban economy supporting well in GDP in comparison to rural economy so it
is important to develop the Lucknow as a smart city.
The well known entrepreneur Mr. Jhunjhunwala
add their point on conclave that is smart citizen and smart governance is the
key to make the unique change in city culture and coordination with new culture
regenerate the smart culture in the city.
The CMC Head and regional manager Ajay Kumar
Singh broadly explain the reason how to make city become smart. It is only
possible through smart governance and smart services from the government side.
City culture should be taken care means careful about culture, demography and
geography of the city. He focusing about five essentials for ICT means have
broadband network- optical fiber cum wireless network, uses smart devices in
all established infrastructure, develop apps for e-services, creating
portal by the each government
department, should be smart common service centre (CSC) like as e-suvidha
Kendra, Sahaj seva Kendra etc.
The senior member of ASSOCHAM Shailendra Jain
focused on the mentality of the citizen. It should be possible through
